Risk Factor: Early and Persistent Anti-social Behavior
Data Indicator: Severe Behavior Handicapped Students Grades K - 12
Narrative: When looking at the number and rates of Severe Behavior Handicapped (SBH) students in Mahoning County and throughout our analysis of the other measures, differences were found between students in the city schools and those students not in the city schools. Noncity schools had lower, nearly 3 times lower, rates of SBH students than city schools from 1996 through 1998. It It should be noted that city school students make up between 33% and 40% of all Mahoning County students.

Data Indicator: In-School Suspension Rates
Narrative: In-school suspension rates for Mahoning County students are lower than Ohio rates from 1995 through 1997. At the time of this data collection process not as many in-school programs existed locally outside of Mahoning County. One reason offered for the relatively low number of in-school suspensions is the lack of resources to manage them.

Data Indicator: In-School Suspensions
Narrative: At the time of collection, one year of data (i.e. 1997) was available that compared city and noncity in-school suspensions. Noncity schools have higher numbers of in-school suspensions than city schools. School officials cite the reason for the disparity being limited resources.

Data Indicator: Out-Of-School Suspension Rates
Narrative: With respect to out-of-school suspensions, Mahoning County has higher rates than Ohio rates from 1995 through 1997. It should be noted that out-of-school suspensions require less resources and management than in-school suspensions.

Data Indicator: Expulsion Rates
Narrative: From 1995 through 1997, expulsion rates were higher in Mahoning County than Ohio. Both sets of rates are increasing.

Data Indicator: Violence Indicators
Narrative: The above chart shows collected data reported in aggregate for Mahoning County schools for both Violence indicators and Alcohol, Tobacco and Other Drug indicators (ATOD). The violence indicator which was recorded most frequently was physical fights happening in elementary schools. Regarding ATOD indicators, tobacco violations primarily occurred in high schools, whereas alcohol and other drug violations were most frequently recorded in the elementary schools. This chart leaves much to interpretation, one theory being that there is a higher degree of intolerance at the elementary level, accounting for its high numbers.
