When
looking at the number and rates of Severe Behavior Handicapped (SBH)
students in Mahoning
County and throughout our analysis of the other measures, differences
were found between students
in the city schools and those students not in the city schools. Noncity
schools had lower, nearly 3 times
lower, rates of SBH students than city schools from 1996 through 1998.
It It should be noted that city school students make up between 33% and
40% of all Mahoning County students. |

In-school
suspension rates for Mahoning County students are lower than Ohio rates
from 1995 through 1997. At the time of this data collection process not
as many in-school programs existed locally outside of Mahoning County.
One reason offered for the relatively low number of in-school
suspensions is the lack of resources to manage them.

The above
chart shows collected data reported in aggregate for Mahoning County schools
for both Violence indicators and Alcohol, Tobacco and Other Drug indicators
(ATOD). The violence indicator which was recorded most frequently was
physical fights happening in elementary schools. Regarding ATOD indicators,
tobacco violations primarily occurred in high schools, whereas alcohol
and other drug violations were most frequently recorded in the elementary
schools. This chart leaves much to interpretation, one theory being that
there is a higher degree of intolerance at the elementary level, accounting
for its high numbers. |
